The present study is aimed at identifying and analyzing the key problems of congress and exhibition activities that hinder its development as a factor of growth of business tourism, educational activities and interregional partnership. Based on the analysis of Russian and foreign experience, a set of recommendations to level these problems has been developed, which will increase the effectiveness of congress and exhibition activities as a factor in the development of business tourism, educational environment and interregional partnership.
