Problems of mass valuation cadastral value estate

This article considers the possible problems in valuation of cadastral value of real estate, when territory is divided into zones with fixed borders. Shows that the construction of real estate valuations for the areas with fixed, formally constructed borders without consideration of local features may lead to controversial results. In this case we construct an estimator that takes into account peculiarities of the objects in one area and not taking into account the characteristics of neighboring objects on the border with another band, which can lead to significant differences in the evaluation of identical objects at the border zones. The method of construction of zones with fuzzy borders using geographically weighted regression is proposed for solution. Analysis of results of modeling different methods is given.
