Problems of modernization of legislation on local self-government in the Republic of Kazakhstan

The article deals with the problems of selecting an effective form of local government in the Republic of Kazakhstan. Developed and strong local government is one of the conditions to form civil societies. The system of public power provides that local government should embody two principles: public and state. Most of the experts consider that state origin dominates in Kazakhstan.
