Problems of scientific and industrial cooperation in the regions of Russia (on the example of the Northwestern federal district)

The search for internal sources of socio-environmental and economic development is becoming increasingly important in Russia under tougher sanctions pressure. A number of researchers emphasize scientifi c and production cooperation as one of the possible internal factors promoting economic development, which by combining resources, on the one hand, would potentially increase the level of innovation activity, labor productivity and competitiveness of enterprises, and on the other hand, strengthen the fi nancial support and research infrastructure. In reviewing the theoretical and methodological foundations of scientifi c and industrial cooperation, it was found that there are a large number of studies, devoted to the specifi cs of its provision at the national level, but the regional level is not given due attention. In this regard, the purpose of the work was to determine the problems of scientifi c and industrial cooperation in the regions of Russia (on the example of the Northwestern Federal District). The study found that the main barriers to research and industrial cooperation in the regions are the insuffi cient development of research infrastructure, low level of funding, and lack of demand for non-Petersburg universities; specifics of funding and distribution of funds in nonPetersburg universities, weak diversifi cation of regional economies. To solve the identifi ed problems it is proposed to stimulate the diversifi cation of the region's economy, to ensure communication between science and business by creating a digital platform for a better understanding of the goals and opportunities of each sector, the creation of educational and experimental productions at some universities and scientifi c organizations to improve the applied skills of students and increase the fi nancial provision of science. The materials of the article can be used by federal and regional executive authorities, coordinating the work of science and education.
