Issues of policy management of special economic zones in Russia

The article is about issues of regulation of Russian Special Economic Zones (SEZ), issues of SEZ's activities legal regime, features of benefits and preferences, those are installed for SEZ's residents, which are closely related to implementing programs and projects of SEZ on the territory, as well as issues of performance evaluation of SEZ. The article authors conclude that SEZ have not become an effective tool to support the national economy. The paper suggests the directions of change of the situation.
