The problem of providing financial and budget security of municipal formation

The current external environment is characterized by unpredictability of turbulent changes, in connection with what is the actual decision-making at all levels of government in the face of uncertainty. The constant external changes give rise to continuous internal innovation. The Federal level is the most cumbersome and conservative. The lower, basic level - municipal - the most flexible and agile, able to adapt to changes in the external environment. Therefore, the rate of development and strengthening the security of Russia must be done precisely on the revitalization of municipalities.
