The article deals with conditions of effective inclusion of children with disabilities in the educational environment. This problem is especially relevant and important in the contemporary society, since it concerns the issues of development of resources, including organizational, psychological, educational, personnel, which should contribute to the development of tolerance in the social environment of preschool and school education. The authors define the objectives of the educational institutions in the context of organization of inclusive education.
