The problem of distinguishing negligence from other offences

Negligence is considered in recognition of the close relationship in official's activity of legal and organizational (technical) forms of state functions performing. Negligence and abuse of authority are suggested to delimit on the base of the mental attitude to management decision, circumstances of its formulation and preparative organizational activities.
