Problems of pension insurance

The article gives a short analysis and highlights the consequences of the permanent reformation of the state pension system. The real purpose of the each stage of the reform is not strengthening of the insurance mechanism, but only correction of the mechanism for redistribution of the financial resources within the system. The need for the latter is caused by the periodically arising threat of financial instability of the Pension Fund, that, in turn, is the result of the deviation from the generally accepted insurance principles of the formation of the pension system and from the methods of the state regulation of its functioning. Examination of the main problems of the pension system and of the causes of its financial instability is completed with propositions for its reconstruction.
