The problems of polarization of socio-economic systems of the Russian regions

Investigating problems of polarization of social and economic systems of the Russian regions, authors, relying on works of scientific economists, consider necessary application of system approach to management of social and economic development of the regions. In the article objective factors of differentiation of the regions are revealed. Instability of interregional communications, various economic potential, etc are noted among the prime causes. Measures on reduction of their negative influence are offered, in a particular, through creation of the interregional institutes intended for implementation of infrastructure projects. The authors note that now social obligations in the regions are realized at the expense of different types of financial aid (a subsidy, a guarantee on the credits, a subvention, etc.). However in the conditions of sanctions policy of the western countries in relation to Russia, such policy demands correction in the direction of use of the regions' investment potential. The creation of regulation system of the regional market is offered.
