Problems of legal regulation of measures to ensure proceedings in cases of administrative offenses

In the article, the author identifies and explores legislative gaps in the legal regulation of such measures to ensure proceedings in cases of administrative offenses as detention, body search, delivery, and the obligation to appear. It is noted that, on the one hand, the lack of proper legal regulation of these measures affects the effectiveness of the application of these measures, on the other hand leads to an arbitrary understanding and application of their practical workers and is the cause of abuses and violations of the constitutional rights of citizens. Based on the results of the identified problems, the author formulates practical recommendations for their legislative solution.
