Issues of legal regulation of social rights of persons with disabilities in health

The article deals with the issues of observance of social rights of persons with disabilities in health. The issues of legal regula- tion of the concept “invalid” and “person with disabilities in health” are studied, the analysis of existing interpretation is car- ried out, and the necessity of fixing the second concept at the legislative level in order to optimize the powers of authorities is substantiated. The article author concludes that it is proposed to replace the concept “invalid” with the concept “person with disabilities in health”, which could significantly expand the range of persons belonging to this group, enabling persons who are not disabled to realize their rights and social guarantees at the legislative level.
