Legal issues on position of public bodies that have control over the industrial explosives circulation are considered in the article. The author adduces the classification of administrative coercion measures, which are applicable in the sphere of explosives turnover. The author points out on the gaps in the legislation, regulating this sphere, and examines punitive sanctions for this law disobedience.
