Problems of public regulation of the system of assignments of the tax and non-tax income as way of ensuring delegation

In article legal aspects of regulation of financial questions are considered by transfer of the state powers at the local level. The main methods of financial security of the delegated powers are analysed, their advantages and shortcomings are considered. It is revealed that at the legislation there has to be a variety of methods of financial security of the delegated powers that has to promote the most effective providing account obligations. On the basis of the conducted research, the author formulates suggestions for improvement of the legislation in this direction.
