Problems of determining the standards of criminal and administrative law of the Russian Federation regulating measures to COVID-19

The article discusses the issues of distinguishing between criminal and administrative law in terms of regulating measures to counter the spread of coronavirus (COVID-19). The work carried out a comparative analysis of the norms of criminal and administrative legislation concerning the violation of sanitary and epidemiological rules (Article 236 of the Criminal Code of the Russian Federation and Article 6.3 of the Administrative Offenses Code of the Russian Federation) and the dissemination of deliberately false information about circumstances posing a threat to the life and safety of citizens (Article 207.1, 207.2 of the Criminal Code of the Russian Federation and 13.15 of the Administrative Code of the Russian Federation). The article also touches upon the issues of law enforcement of these norms, based on the materials of judicial practice. Based on the identified legal gaps and conflicts, proposals were formulated to improve the current legislation.
