Problems of the Differentiation of Powers Between State Authorities of the Subjects of the Russian Federation and Local Self-Government

The article analyzes the problems of delineating the powers between the state authorities of the constituent entities of the Russian Federation and the local self-government bodies. It raises the issue of the imbalance between constitutional provisions and actual practice, as municipalities have the right to be granted certain state powers, which leads to financial and administrative dependencies. The article proposes a set of measures to address these issues, including strengthening the financial independence of municipalities, transitioning to results-based control, clearly defining the powers, developing human resources, and introducing a minimum standard for municipal powers.
