Problems of development and improvement of system of the public civil service of territorial subjects of the Russian Federation in system of public service

In article debatable questions by definition of a concept of public service of historical aspect are considered. Characteristics between the considered levels of the public civil service are analysed. It is revealed that reasonable and uniform criteria of differentiation of public service from other types aren't formulated.
