Problems of development of innovative potential in innovative and destructive regions of the Russian Federation

The article examines the innovative potential of the regions of the Russian Federation. In the first part of the article, an assessment of the innovative potential of each subject is carried out on the basis of a comprehensive index. A number of indicators were selected to calculate the indices that make up the complex indicator. On the basis of a comprehensive assessment, innovative and destructive subjects of the Russian Federation were identified, which have critically low indicators of innovative potential. Based on the analysis, the key barriers to innovation activity for each region are identified, the degree of their importance for innovative and destructive entities as a whole is revealed and measures to eliminate them are proposed.
