Problems of development of mechanisms of public participation in the adoption and implementation of management decisions

Currently, the issue of providing opportunities for public participation in the adoption and management of managerial decisions is poorly developed, and the mechanisms for its implementation are not fixed in official documents, which contributes to the emergence of some barriers to public participation in this process. The article discusses the mechanisms for implementing the principles of openness of federal executive authorities. The problems of the development of mechanisms of public participation in the adoption and implementation of management decisions are identified. Public participation in decision-making is argued as the implementation of one of the key principles of democracy and compliance with the Constitution of the Russian Federation. The experience of implementing foresight as a tool for attracting the public to issues of strategic regional planning is analyzed. The authors have identified signs that contribute to the rational realization of the possibilities of public involvement in the implementation of management decisions. It is concluded that for the most rational realization of citizens' rights, it is necessary to create such interaction mechanisms that would determine the principles of interaction between authorities and the population.
