The problems of development of the Russian non-black earth region in the standing commissions of the chambers of the Supreme Soviet of the tenth convocation (1979-1989)

In the article the author examines on the example of the RSFSR the important direction in activity of the permanent commissions of the USSR Supreme Soviet - their involvement in solving urgent problems of economic and social development of the special Soviet republics. The author analyzes the activity of the permanent commissions of the USSR Supreme Soviet of the tenth convocation on deciding problems of socio-economic development of the RSFSR non-Chernozem zone in the period of the tenth five year plan. Based on the research of archival materials concerning the activities of the relevant permanent commissions of the Council of the Union and the Council of Nationalities of the USSR Supreme Soviet for the preparation of the issue of planned targets on agricultural development of non-Chernozem zone of the RSFSR implementation to the Presidium of the USSR Supreme Soviet in 1980, the author reveals the specific features of discussion on this topic in the permanent commissions of the USSR Supreme Soviet. The article notes that the principal approach of the Supreme Council deputies was focused on the necessity of making changes in the capital investments structure allocated for the development of agriculture, in favour of social infrastructure to overcome the principle of residual financing of social sphere in the Russian village. Researching the mechanism of discussion and decision-making by deputies of the Union Supreme Council, as well as various aspects of the implementation of the program of the Russian non-black earth region development, the author assesses the overall effectiveness of the discussion of the socio-economic perspective of the Union republics at the level of the USSR Supreme Soviet.
