The article presents the author’s perspective on the state of project financing in Russia, the development of its legal framework. Formulated the need to develop an appropriate «road map» of the presence of targets of this segment of the financial market and a program of measures to achieve them. The results of the development project financing in 2013-2014 and formulated the main factors hindering its use in Russia, including a simplified or distorted understanding of the term.
