The authors consider the problems of cadastre development that arose during the formation of the cadastral system of Russia for the period 1991-2017. The notions of «land management», «land use system», «land relations», «land plot», which are essential for the analysis of legal, organizational, technological, information, social and other aspects of land use, as well as the land management system, are specified. The main directions for solving the identified problems are proposed.
