Problems of implementation of public-private partnership in the sphere of housing and utilities

Public-private partnership (PPP) has a number of problems and shortcomings, the lack of development of the legal framework creates conditions of uncertainty, which hinders the development of this area. The article examines the forms of PPP (rental model, privatization-investment scheme, concession agreement), and gives the characteristics and features of these forms of interaction. The main prospects for attracting the private business sector to improve the efficiency of Russian housing and communal services enterprises are reflected.
