The problems of realisation of economic and cadre capacity of Buryatiya as the subject of study in memoir sources

The study of the structure and activity of authority and administration of the Republic of Buryatia (hereinafter - RB) in 1920 and 2000 is of great scientific interest due to significant changes in the country and in the Republic. The principles of functioning of administrative structures, personnel policy and the nature of the contacts of the local authorities with the Republican center remained a subject of debate among the regional elites. The efficiency of problems solution of economic sets of Buryatia largely depends on the adopted strategy and tactics of the Republican leadership. In this regard, it is urgent to study the transformation of the authorities of the Republic of Buryatia and their ongoing social-economic policy on the materials of leaders' memories of the country and the region, epistolary heritage of the political elite of different levels.
