The issues of implementation of the "responsibility to protect" concept

The article analyses the formation process and the content of the Responsibility to Protect concept as well as the issues of the concept implementation. The article author makes a legal assessment of the Responsibility to Protect concept and concludes that its implementation requires the adoption of an international arrangement on the concept, making the amendments and additions to some of the principles of international law and in the concept by establishing the clear rules, criteria and the procedure of the concept implementation.
