Current issues of implementation of The Concession Agreements Federal Act №115 dated on July 21, 2005 are studied in the article. According to the author, the article reveals the basic problems and difficulties of reforming and attraction investment in the municipal sector of the Russian Federation. The article is based on practical experience and analysis of the state tariff policy. The author also proposes measures for the successful implementation of concession agreements in our country
