Problems of reforming the estimated and norming base in the transition to a resource-index method for determining the estimated cost of construction

This article presents an analysis of the situation and some problems are defined in the pricing system in construction in the context of reforming the estimated and non-controlling base. The existing bases of pricing in construction does not meet modern realities in the field of applied equipment, building materials that have been used for a long time and, accordingly, today there are still estimates of estimated norms and prices. In this regard, there is not only the overestimation of the cost of construction already at the design stage, but also the inaccuracy of construction costs, which requires significant adjustments in the issues of pricing and the transition to the resource-index method of determining the estimated cost of construction.
