The regional focus of economic development and scientific support is important for Russia, as it is characterized by a great variety of soil, climatic and weather conditions in the main agricultural areas. The fundamental validity of such a regional policy for the development of agriculture is that the harmonization of relations in the system of "population - economy - nature" can be ensured if the entire sociosphere, including the agricultural one, will adaptively "fit" into natural complexes. At present, the efficiency of agricultural production in most developed countries of the world is determined not by the form of ownership, but by the nature of land use. Applying the system of adaptive management, the competitiveness of agricultural enterprises will be supplemented by the ability and dynamics of adaptation to changes in the market environment. With the help of environmental factors, an organization can increase the level of its own adaptation capabilities, conduct bilateral adaptation, i.e. not only adapt to the changed conditions, but also influence the competitive forces and create favourable conditions for self-development. In the process of reforming Russian agriculture unique opportunities, without repeating their own and other people's mistakes appear, to ensure the transition to a qualitatively new, adaptive strategy of agricultural production, the most appropriate specifics and long-term prospects for the development of domestic agro-industrial complex. One of the most important conditions for the effectiveness of agriculture is its adaptation to the soil and climatic conditions diversity throughout the agricultural territory of the country. Strengthening the export potential of the domestic agro-industrial complex with its adaptive reform, affecting both production and processing, will also contribute to the expansion of the diversity of cultivated plant species, the use of environmentally friendly non-toxic technologies, deep and comprehensive processing of raw materials, the introduction of international standards for assessing the quality of products and, finally, wider application of science and technology.
