Evaluation of socio-economic and socio-political development issues of population in municipalities of Perm region in 1998-2003

The article examines the perception of socio-economic and socio-political development issues by the municipal communities of Perm region in the second development phase of local government system in the Russian Federation (1998-2003). The work is based on annual monitoring polls from Perm Krai Administration. The study identifies key issues of concern for the residents, local perception features are described, and the main dynamics trends in the citizens’ attitude to the challenges of social and economic development.
