Problems of improvement of state and legal forms of the organization of production of subjects of the Russian Federation

The question of the relations between Federation and its subjects, question of differentiation of competence and powers concerns the relations between separate types of federal organs and bodies of territorial subjects of the federation. For more successful realization they can be distributed between the state in general (Federation) and its components (territorial subjects of the federation). And there is one of the most difficult questions of the state construction - an optimality of distribution of spheres of action of areas of jurisdiction of the Russian Federation and its subjects. In the conclusion the author comes to a conclusion that the course of an economic reform in Russia is defined by the fact that the center of gravity everything is more moved to places, that is to regions and at the regional level as well as on state, there is a formation of a control system in general and foreign economic activity in particular.
