Problems of improving the institution of the commissioner for human rights in the Russian Federation

The article analyzes that the improvement of the Russian Federation as a state governed by the rule-of-law state is a continuous and painstaking process in which all branches and levels of government and local self-government are involved. The institution of the Ombudsman is an integral part of the mechanism for the protection of human rights and the rule-of- law state. Municipalities are the closest to the problems of the population, respectively, they have more flexible opportunities to solve them, but objectively they do not have a body specially assigned for these purposes. Therefore, the need to introduce innovations in the legislation of some changes is due to the constant improvement of the state mechanism. Thus, the authors come to the conclusion that it is possible to legally consolidate the status of the municipal ombudsman.
