Problems of improvement of legal regulation of relations in the sphere of management and use of state and municipal property

The legal regulation of the creation, acquisition, disposal and use of state and municipal property is established by numerous legislative acts of the Russian Federation, as well as normative acts of the Government of the Russian Federation and authorized bodies of state power adopted in their development. At the same time, in these legislative acts there is no systematic and holistic legal regulation of relations that are taking shape in this area. The current legislation, the main task of which is the effective use of state and municipal property, does not fully ensure such efficiency, since at present this legislation has not yet been fully formed. In this regard, the Main activities of the Government of the Russian Federation for the period until 2024 provide for the development and adoption of the federal law «On State and Municipal Property». The article presents the main problems of improving the legal regulation of the relations emerging in the field of management and use of state and municipal property, in connection with the development by its authors of the draft Federal Law «On State and Municipal Property» on the initiative of the Ministry of Economic Development of the Russian Federation.
