Problems of shadow economy of the higher education in Russia: types of financial and administrative violations

The article dwells on the problem of financial violations at educational organizations of higher education as a threat to the Russia’s social and economic development. The researcher analyses types of financial and administrative violations committed by higher educational institutions and reveals seven groups of violations causing the increase of shadow economy cases in the activities of higher educational institutions. Unauthorized use of budgetary funds by educational organizations is described. The author identifies the connection between violations and the increase shadow economy processes at higher educational institutions.
