Issues of territorial organizing of the Irkutsk region's local government

The local government’s effectiveness strongly depends on its’ territorial organizing. Establishing the system of municipalities in all the Russian Federation subjects turned out a complex and intricate task. The research results, presented within the paper, based on the analysis of the case of territorial organizing of the Irkutsk region’s local government. It is shown that their scanty and sparse population and hard-to-reach territory, as well as a depopulation of inhabited localities, are the main problems while establishing municipalities in a region. The author’s special consideration was given to a contemporary condition of the Irkutsk region’s municipalities of the northern outlying districts. The necessity of reconfiguration of the region’s municipalities throughout abolition and merger of some of them was proved. The conceptual suggestions concerning the local government’s territorial organizing in distant and outlying districts under the conditions of depopulation were substantiated.
