The paper deals with the management culture problems in the open joint-stock company “Russian Railways”. Based on the content analysis of reviews of former and current employees, four groups of manifestations of a low level of management culture in the company are identified: violation of professional ethics, unfair evaluation of subordinates and their work results, social and legal insecurity, and poor labour organization. However, the author of the paper emphasizes that the indicators of the level of managerial culture are not only the employee reviews, but also the employer reactions to them. It is concluded that the management of Russian Railways should pay more attention to ensuring the well-being and loyal attitude of its employees, as well as to establishing feedback and building effective communications with the staff.
