Problems of recovery of meliorative complex (on the example of the Omsk region)

World experience shows that one of the main conditions for the sustainable development of the country’s agro-industrial complex is the development of land reclamation. The results of studies show, that the crop yield on degraded soils, which is more than 1357.6 thousand hectares in the Russian Federation, is 40-70% lower, which entails up to 20 billion rubles of damage from the shortage of products. There are more than half of the irrigation systems (2.3 million hectares) need a capital repairs to increase their technical level and other measures after the transition period of 1991-2000. Irrigation areas were reduced, a significant amount of irrigation equipment was broken. This article presents a comparative description of the regions of the Siberian Federal District. It is showing that for a long time more than 50% of the total area of irrigated land has not flowed. The reason for this decline is a significant deterioration of the amelioration of the systems, since the areas requiring major repairs are significant. Problems that Omsk Department of Land Reclamation and Water Resources Management could not cope without federal support were considered. In the current situation, a concept was developed for the Federal Target Program “Development of Land Reclamation of Agricultural Lands of Russia for the Period up to 2020”. Federal support has become substantial, and there is a real opportunity to rebuild the melioration branch.
