Key issues of interaction between public authorities and civil society institutions of the Russian Federation

The author analyzes the key models of interaction between the state and civil society, highlighting paternalistic, partnership and service models. The article proposes to clarify the legal status of public associations by providing for their right to take initiatives in electronic form, as well as to develop provisions in industry legislation on measures taken by the Government of the Russian Federation to interact with civil society institutions (for example, by reflecting them in a separate chapter of the Federal Law).
