The effectiveness and efficiency of project activities is largely determined by the productivity and efficiency of the project team activity, which, in turn, is the basic core unit of a modern organization. The stability of the entire organization is determined by the stability of its links. In turn, the productivity and efficiency of the project team largely depends on competent management and on the competence of the team leader, on his leadership potential. The article is presented in two parts. In the first part of the article we talk about such categories as leadership and administration, about what these concepts have in common, and how they differ. The process approach from the position of PMBOK, a meaningful approach to leadership and administration from the position of the VUCA concept will be considered. As a result of the study, there is presented the matrix of competencies of the project manager.
