The promotion of solidarity society values in public sector

The authors substantiate the need to develop solidarity society values among public sector employees for their further involvement in the promotion of value and semantic patterns amongst other social groups. Based on the results of an expert survey conducted in Belgorod region in 2017, solidarity values introduction algorithm (first of all, patriotism, justice, and security) is proposed for state and municipal institutions of the region. The basic elements of the algorithm include the creation and definition of tasks for a working group represented by both regional government bodies that coordinate the activities of state-financed organizations and trade unions; the instructional and other support for group activities; the assessment of the efficiency of measures to promote values among state employees. In the authors’ opinion, the working group should specify project baselines related to the promotion of solidarity society values. In particular, they should analyze the degree of acceptance of solidarity values by public sector employees at the current stage; determine the essence and content of images of solidarity values that are attractive for these employees and identify their visualization techniques; reveal the procedure for using channels to promote values and opportunities to engage public opinion leaders in this process; find out promotion methods. Besides, the working group is to develop, coordinate, and control solidarity projects in the public sector.
