The Kuban disciplinary court project in the context of socialist construction in 1923-1928

Topicality towards clarifying the reasons for the failure of the project to organize a Kuban Disciplinary Court in 1923-1928 is necessitated by the need to reconstruct the historical cause-and-effect relationships that influenced the specific nature of the Soviet law enforcement system. Based on the analysis and comparison of archival documents, the paper clarifies the subjects of disciplinary control in the Kuban law enforcement system in 1923-1928. Conclusions are drawn that the District Branch of the Joint State Political Directorate assumed not only the functions of the disciplinary court, but also those of the Executive Branch such as control and its organization. This overburdening of the state security structure suited the actors in the executive committees: the excessive workload of the supervisory body weakened the control itself. Besides introduction in a scientific turn of sources unpublished earlier the novelty of work consists in revealing the regional aspect of the maintenance of the concept “political expediency” and in specification of historical subjects of the Kuban law enforcement system of 1923-1928, executing functions of disciplinary court.
