Draft Federal law agglomerations in the Russian Federation

Introduction: trends in the modern development of the territory and economy of the Russian Federation indicate an increasing influence of highly urbanized territories and agglomerations. This also confirms the peculiarities of demographic and socio-economic development of the state. In the subjects of the Russian Federation, the population is concentrated around large cities, where economic activity is concentrated and a developed network of satellite cities and suburban settlements is formed. Agglomerations become a phenomenon in the development of the territory they occupy. The existing system of the administrative-territorial structure of the Russian Federation as a whole and the territorial organization of local self-government, in particular, is increasingly at odds with the new socio-economic, socio-cultural and demographic structure of society, due to the influence of agglomeration processes. This determines the need and relevance of legal legalization at the federal level of such complex territorial entities (systems) as agglomerations that have developed in the territory of the Russian Federation in a significant number, as well as the legal regulation of their activities. Materials and Methods: during the scientific research which resulted in the proposed draft law, we used legal acts in legal regulation of the administrative-territorial structure of various territorial subjects of the Russian Federation, as well as the work of Russian scientists on economic, social and political geography, regional economics and criminology, devoted to complex processes agglomeration and peculiarities of agglomerations. We used general scientific and special scientific research methods, which allowed us to analyze and generalize the materials collected by the authors from various sources related to the subject of the scientific research. Results: based on the scientific research, a draft Federal Law "On Agglomerations in the Russian Federation". Discussion and Conclusions: legislative proposal establishes the concept and legal status of agglomeration in the Russian Federation, defines its possible types, structure and governing bodies, as well as procedural aspects of the formation, liquidation and interaction of such settlement systems.
