Designing Additional Professional Educational Programs for the Creative Industries in Universities оf Culture: Theoretical and Methodological Guidelines

The relevance of the topic is justified in the context of digital transformation, socio-cultural dynamics, and a value-oriented economy. It is argued that the development of the creative sector requires flexible, adaptive models of workforce training that ensure continuous professional renewal, interdisciplinary integration, and the formation of new professional subjectivity. The regulatory and legal framework governing the requirements for continuing professional education (CPE) programs is examined. Special attention is paid to key approaches – competency-based, andragogical, activity-based, value-oriented, innovation-technological, system-activity, and entrepreneurial – as well as the 7-S model, which ensure the development and commercialization of educational programs in response to the real demands of the modern labor market. The main design principles are outlines (systematic approach, unity of goals and content, continuity, orientation to the needs of the target audience) along with requirements for program implementation (structural components, final assessment mechanisms, and organizational-pedagogical conditions). The importance of modular construction of CPE programs, flexible learning trajectories, and the integration of digital tools is emphasized. Centers for continuing education and professional development of creative and managerial personnel in the cultural sphere are considered key structural elements of the CPE system. The successful experience of the Department of Pedagogical Theory and Practice of Social and Cultural Activity at the Faculty of State Cultural Policy of the Moscow State Institute of Culture is presented as a case study within the federal project «Creative People» of the national project «Culture», revealing the implementation of a model approach to the development and introduction of CPE programs for the creative industries. Pre-acceleration formats are presented as an innovative tool for training specialists focused on entrepreneurship and project activities in the creative economy. The criteria for the effectiveness of CPE programs are listed, and the scientific and practical significance of the design process of these educational products as a basis for the professional growth of cultural sector workers in a value-oriented economy is emphasized. Prospective directions for the development of the CPE system are identified, taking into account the challenges of the digital era and transformations of the labor market in the creative sector.
