Design of tourist destinations at the municipal level: experience of the Orlinovsk municipal district (Sevastopol)

The article presents an algorithm for designing tourist destinations at the municipal level on the example of the Orlinovsky municipal district, located within the administrative boundaries of the city of Sevastopol. The generalized algorithm for designing tourist destinations at the municipal level is represented by 3 stages: analytical, problematic and design. The analytical stage includes determining the factors for the development of tourism in the municipality, assessing the potential for the development of tourism (resource, infrastructure) and determining the "portrait of a tourist". The problematic stage consists of expert identification of problems based on in-depth interviews with representatives of the tourism business, a sociological survey of tourists and a SWOT analysis. The project stage includes the development of legal acts and the definition of organizational structures, the development of business models, the territorial planning of the tourist and recreational complex (creation of a master plan) and the forecast of efficiency. It has been determined that the leading factors in the development of tourism for the municipalities of Sevastopol, as well as the Crimea as a whole, are the wealth of natural, historical and cultural resources and proximity to the developed tourist area the Southern coast of Crimea. The main limiting factor is the lack of tourism infrastructure. The business model for the development of tourism in the Orlinovsky municipal district should be based on the creation of small businesses, improving the quality of service and the formation of new high-margin and nature-oriented types of recreation. It is recommended to develop such priority types of recreation as medical, enogastronomic, active and ecological tourism. Reasonable vectors of tourism development and proposed activities should be fixed in strategic planning documents.
