Problem and purpose. Electronic learning resources (ELR) are becoming indispensable, and sometimes the only sources of modern educational information. The effectiveness and success of the educational process often depends on how important their consumer qualities are. In this regard, the issues of the development of useful and popular ELR acquire high popularity and significance. Their creation can occur in many ways, namely, in a procedural way, in a projective way, alone by an expert, by a team of authors. The greatest effect should be expected from the projective-recursive approach to the development of electronic resources in the conditions of interuniversity cooperation and the attraction of students. The purpose of this work is to justify a projectiverecursive technology for the development of ELR on the basis of a cluster approach, involving teachers and students of technical and teacher universities. The leading methodological line of research is a projective strategy for the organization, development and application of ELR in an educational cluster that includes several diverse universities. The proposed technology for creating electronic resources uses the life cycle of ELR with the involvement of different developers with the necessary competencies. The pedagogical university conducts an analysis and generalization of the experience of foreign and domestic scientists, the development of a didactic scenario and methodological and design elements. The technical university is responsible for the formation of content, product programming and the definition of interface solutions. Results. On the basis of the cluster projective-recursive concept, a technology for the development of ELR has been developed. A cluster of teachers and students of Krasnoyarsk State Pedagogical University named after V.P. Astafiev (KSPU) and Reshetnev Siberian State University of Science and Technology (SibSU) has been formed to implement it. The involvement of students, who act as authors, programmers, designers, etc., in the development of ELR, ensures the formation of competences required by educational standards. Conclusion. The presented projective-recursive technology for the development of ELR on the basis of the cluster approach allows not only creating effectively high-quality teaching aids, but also organizing the educational activity of subjects of education aimed at solving the problem of improving the quality of professional training of these subjects. At the same time, the integration of educational activities of students allows motivating them to higher results in learning, and allows teachers to realize their educational goals at a better level.
