Professionalization of the municipal personnel in the local government activities: the social research results

Based on the results of a comparative social research conducted in 2015 in Voronezh region, the authors consider the impact of the professionalization of municipal personnel on the local government activities. The paper determines that professionalization of local government personnel affect the performance of 34 municipalities in Voronezh region. The social analysis allows one to reveal the pivotal problems of the local personnel, clarify the main components of professionalization, and identify the interrelationship between the dynamics of changes in the professional skills of personnel and the effectiveness of municipal authorities. Besides, it provides the specific recommendations for different levels of professionalization management and the systemic practices with the personnel reserve of the municipal service. The methodological approaches suggested by the authors pave the way for the professional enhancement of the municipal employees and thereby make municipalities management more effective.
