During the system analysis of professional activity, special attention is paid to the dynamic characteristic of the system in which it manifests itself (in our study is the law enforcement system): first, the motion of the system as a functioning, activity; secondly, its origin, formation, evolution, transformation. In turn, the functional dynamics of the system occurs in three planes: the subject, functional, value.
