Considering the issues of personnel potential of local self-government bodies of the Ulyanovsk region on the example of the municipal formation "city of Ulyanovsk", the author proves the urgent need to form a single and working mechanism of the personnel reserve. The author reveals the most pressing issues faced by municipal employees on a daily basis in their professional activities. The author insists on the importance of improving approaches to the development of professional skills of municipal employees, the formation of a single personnel space. This is an important practical proposal, the purpose of which is to increase the prestige of the municipal service as a whole. The article proposes to solve the problem of the shortage of highly qualified personnel through the constant updating of knowledge, the organization of advanced training programs, and gaining extended education. A competent employee is an important component of a successful municipal employee, as well as the system of municipal administration.
