Professional risks in construction and the “regulatory guillotine”

The construction industry belongs to industries with a high level of injuries and occupational diseases. The construction professions are characterized by the risks of injury due to the specifics of the work, namely, working at height, where falls from roofs, scaffolding, stairs, etc. are possible; earthworks, accompanied by the collapse of trenches, the operation of earthmoving equipment; the use of lifting equipment: cranes, construction winches; the use of manual and power tools, a large amount of manual labor. In addition, construction sites are cluttered and mechanical hazards such as tripping, slipping, entanglement in wires and others are possible. The causes of industrial injuries can be successfully eliminated by implementing the approaches declared by the regulatory guillotine launched by the Russian government in 2019. The purpose of this work is to analyze the main changes in the legislation of the Russian Federation, the goals and objectives of the regulatory guillotine and modern approaches to the management of professional risks in construction at the main stages of the technological process. The work identifies the hazards that are implemented at different stages of construction and installation work, including a set of works performed at the construction site during the erection of buildings and structures. A hazard register and risk maps have been developed.
