Professional deputy's mandate: accessibility and conditions of substitution in the subjects of the Russian Federation

The present article deals with the conditions of exercising the authority vested in the deputies of the subjects of the Russian Federation as an element of legal status of the regional parliamentarians. On the basis of the analysis of the federal and regional laws as well as the legal positions of the Constitutional Court of the Russian Federation the author defines the legal aspects of the mechanism empowering the regional parliaments' deputies to exercise their authority on the professional basis.
