Professional capacity of municipal employees in the Republic of Buryatia

The article is devoted to professional capacity, as the most essential characteristic of the socioprofessional group of municipal employees. The administrative nature of activity, the social importance of problems for solution demand high requirements for professional skills of municipal employees. The article discusses the concepts «potential», «human potential», «professional capacity», «structure» and also some of the characteristics of professional resources of municipal personnel. The structure and dynamics of professional resources are both as positive (increase in the educational level of employees, job satisfaction, relative stability of staff etc.) and negative trends (low qualification level, dissatisfaction with material situation). This is confirmed by the data of sociological research in the professional capacity of municipal officials carried out in Buryatia in 2015. The development of a system for additional education and training, compliance with moral and ethical standards, self-discipline and responsibility for results of activities are observed as the factors to increase the professional capacity.
